As a tourist from developed country you dont need any visa to enter Dominican Republic. They will just give you "tourist card" that gives you "the right" to stay in the country for 30 days. If you will stay longer than that - hey, no worries ! You will just pay penalty fees and thats all.

Dominican government allows tourists from developed countries to stay so long because the government knows that these guys usually wont make any troubles to local society. They usually have the money and will aid local dominican people. What if they start to make troubles in the country ? Well, depends on what kind of trouble, but usually they will have to pay for it. Which could be either metaphor or direct meaning....

However, in 2014 Dominican government announced plan of legalization of all foreign guys who stay in Dominican Republic and live there without proper paper - residency etc. But the time will show if these new rules a) will be enforced at all b) will be directed to other nations and not only to troublesome (in dominican people's opinion) Haitians.
